Medical privacy, S. 1360 [cr-95/10/28]

A bill called the "Medical Records Confidentiality Act of 1995" has
been introduced into the U.S. Senate by Robert Bennett (R, Utah).
Debate about its effects is going on in some other mailing lists.
Jamie Love of Taxpayer Assets Project thinks the bill formalizes
invasion of privacy, while Deirdre Mulligan of Center for Democracy
and Technology says it is a great step forward in protecting records
against arbitrary searches.  I have kept some postings if anyone is
interested.  The bill itself (available on THOMAS on the Web) is less
than 1000 lines long, not too bad to read.
