I'd like to draw your attention to the matter that we believe could
result in the death of Internet in Poland.

NASK, a Polish monopolistic countrywide Internet provider recently
announced its plans to change the charging scheme for its services effective
Jan 1st, 1996. According to the new pricelist, NASK is going to charge on a
'per byte' (sent or received) basis at over 1 US dollar per 2 megabytes instead
of current 'per badwidth' charges. This idea, together with almost 10-fold
increase in prices is perceived by the Polish Internet community as being
suicidal for Internet in Poland. Many of Poland's major Internet server
administrators immediately announced that they will not be able to provide
their services upon the introduction of new charges.

So far NASK seems to arrogantly ignore all the general voices. NASK was founded
to maintain Poland's academic network and is sponsored financially by the Polish
Government. You can help Polish Internet survive by joining us in protest.

Here in New Zealand, all international traffic gets routed through NZ
Gate to downstream ISP's.

The ISP's are charged at a rate of anywhere from $1 US to $3 US per
megabyte either direction. This charge gets passed on to the customer,
often at a markup.

When I arrived, Auckland's only ISP was charging $7 US per megabyte of
traffic in either direction

Perhaps the situations are not completely analogous as NZ is a wealthier
country than Poland and there is competition, but data charging is not
new and not unique to Poland
